ATHENS (Reuters) ? The European Central Bank must take part in Greece?s debt swap, Finance Minister Evangelos Venizelos said on Thursday, warning that a rescue package for Athens also hinges on other issues being resolved such as labor reforms and how Greek banks are to be recapitalized.

?In parallel with negotiations with private creditors, there must be negotiations for the official sector involvement. This means that the ECB must be mobilized, and we must resolve issues pertaining to national central banks,? Venizelos told socialist party lawmakers, in the strongest appeal yet from Athens for the Frankfurt-based central bank to help reach a deal.

Commercial banks have long been demanding that the ECB, the largest single holder of Greek bonds, should share in the restructuring burden in one form or another instead of booking profits.

The ECB could send Athens profits from Greek bonds it holds via a roundabout route that would provide aid while respecting a ban on the ECB financing governments direct, sources said.

German Finance Minister Wolfgang Schaeuble said on Thursday that public sector creditors had already done enough to help alleviate the country?s debt crisis.

?Greece needs a reduction of private debt claims of around 50 percent,? he told German broadcaster NTV. ?An additional contribution from the public sector is not needed.?

All sides are worried that the debt swap, in which investors incur losses of about 70 percent to ease Greece?s debt burden by 100 billion euros, will not do enough to bring its debt down to the 120 percent of GDP level considered sustainable.

Venizelos, who was scheduled to meet chief EU, IMF, and ECB inspectors in the evening, said the government was also locking horns with the EU and IMF on the recapitalization of banks after the debt swap deal. The government does not want to nationalize the lenders in the process, he said.

RELUCTANT POLITICIANS

Technocrat premier Papademos faces the daunting task of rallying reluctant political leaders behind unpopular wage and pension cuts demanded by lenders as the price for bailout money that is essential to averting a chaotic default.

Papademos, who was appointed in November with the task of clinching deals on the twin bailout and debt swap talks, will meet the socialist, conservative and far-right leaders in his coalition on Friday evening or Saturday in a bid to persuade them, government officials said.

A government spokesman had said earlier in the day that the meeting would take place on Thursday or Friday.

The problem is that political leaders do not want to be linked to painful reforms ahead of national elections expected as early as April, though they have already begun priming the electorate for more pain ahead.

?They?ve put a gun to our head and said they will shoot us,? George Karatzaferis, head of the far-right LAOS party told Flash radio, referring to the country?s lenders.

?How can I tell the people that they will not have wages and pensions anymore? Either we keep all that ? but on a reduced level ? and let Greece take a blow on its head, or it?s a meltdown. Unfortunately, that?s our situation.?

Athens is under pressure to wrap up its share of talks before Monday?s euro zone finance ministers meeting.

?NO HAIRCUT ON WAGES??

The debt swap is not expected to be finalized in any case until Athens can persuade foreign lenders it is serious about pushing through reforms to reshape the economy and deserves funds from the bailout drawn up in October.

Doubting Athens? commitment to reform, the ?troika? of European Union, European Central Bank and International Monetary Fund lenders have demanded it deliver immediately on measures like lowering the minimum wage and cutting holiday bonuses.

But those demands have met resistance from local officials who fear further cuts could deepen an already brutal recession and heap new burdens on long-suffering Greeks.

Labor unions and employers, who met on Thursday to discuss the troika?s demands, reiterated that they do not want to slash holiday bonuses or the minimum wage. Employers proposed a blanket salary freeze, but no deal was reached.

?We cannot accept any haircut on the minimum wage,? said Yannis Panagopoulos, head of private sector umbrella union GSEE after the meeting.

Greece and its lenders need to reach agreement on major issues like wages, pensions and the recapitalization of banks on Thursday before Papademos can present the plan to political leaders, the government says.

?The discussions are very tough,? government spokesman Pantelis Kapsis told MEGA television on Thursday.

The lenders have demanded extra spending cuts worth about 1 percent of GDP ? or just above 2 billion euros ? this year, including big cuts in defence and health spending.

?TEN RED LINES?

With the country dependent on bailout funds for survival, Athens acknowledges it has little bargaining power despite a public outcry against round after round of austerity that has driven up unemployment and spurred near-daily protests.

?In the end, we?ll have 10 red lines and the need to make a decision: Are we going to stick to those red lines or do we want the loan? It?s that simple,? said Kapsis when asked if Athens would draw the line on imposing more pain on its people.

Greece, which triggered the euro zone debt crisis, is now in its fifth year of recession. Spending cuts and tax hikes have failed to get the country?s finances back on track and instead led to bouts of social unrest.

Unemployment hit a record high of 18.4 percent in August last year and nearly one in two young Greeks are out of work.

Economists polled by Reuters expect the Greek economy to shrink 3.7 percent this year after a 6 percent slump last year.

In the latest evidence of the economic pain, Athens Archbishop Ieronimos wrote to Papademos on the growing ?nightmare? imposed by lenders. ?They are asking for even bigger doses of a medicine that has proven lethal,? he wrote.

?They are asking us for commitments which do not solve the problems but delay ? only temporarily ? the pre-announced death of our economy, while putting our national sovereignty at risk at the same time.?

Without the second bailout and a debt swap deal with private bondholders, a chaotic default could come as early as March 20, when Athens must buy back 14.5 billion euros of debt.

?As a country, we are on the verge of an official default,? Kapsis said. ?We have borrowed a lot of money all these years and we now have our backs against the wall. We need to make our own decisions. Nobody will get us out of this situation.?

The Open Group recently released an update to the enterprise architecture modeling standard, ArchiMate 2.0. What’s new about it is that it aligns with TOGAF Architecture Development Method (ADM), a shift that makes the modeling language easier to use in terms of aligning what architects do with what the business wants. Marc Lankhorst, a principal advisor with Novay and an enterprise architect who served as project leader for the development of ArchiMate, explains to IT Business Edge’s Loraine Lawson why this matters and what ArchiMate can do to help organizations with silos and integration.

Lawson: Explain ArchiMate for me and your work with it?

Lankhorst: I was the project leader for the development of ArchiMate, with a number of partners from industry and academia. Initially, we developed a language with the goal to help architects create architecture models, like UML is used for software modeling. So the idea was to have a language that?s universal for all architects and helps them to share information without always having the architect present to explain his models.

?

You’re surely familiar with the boxes and lines type of “PowerPoint architecture,” and you always have to ask, what is this box and what does this line mean. The goal of ArchiMate was to clarify this, to make sure that you have a standard way of expressing architecture. There’s quite a similarity already in the design of ArchiMate and TOGAF because we looked at the structure of TOGAF with its three layers of business systems architecture, information systems architecture and technology architecture, and ArchiMate has a similar three-layer structure, which you’ll find in many architecture modeling and design methods. So there was quite a similarity there, but we only covered the core architecture of business and IT systems themselves, so the description of what the organization does is in terms of its processes, in terms of its applications, its infrastructure, but not yet the motivation behind what you do as an organization to get these things running.

?

The language itself, which was originally developed just to describe these architecture as design artifacts, has now been extended to cover the entire architecture development method (ADM) of TOGAF. Now we have the language to include the motivation behind it — the stakeholders, the drivers, the goals and the requirements. The language has concepts for modeling those and it also has concepts for modeling projects, deliverables, plateaus, gaps, to also describe how you get from A to B. That’s the important change from version one to version two.

It’s also driven by what we see in industry, that architecture increasingly has a role in linking business strategy to operations. It’s not merely a matter of designing applications. Increasingly organizations are using this to really show how they make their strategy more actionable and get it running in real life and not just on paper.

?

Lawson: Why was it important to bring the modeling into alignment with TOGAF?

Lankhorst: The main reason is that TOGAF in the process defines a number of artifacts that have to be produced. So TOGAF has a method, and defines which artifacts you want produced as an architect and, of course, if you use models to describe these artifacts, it’s useful to have your method aligned with your modeling language. If you look at the concepts in the ArchiMate language version 2, I would say pretty much all of the artifacts defined by the TOGAF method can be expressed in these concepts. So you have the right concepts for describing your architecture deliverables, not only the set of designs of the architecture itself, but also the reasons behind it and the planning behind it; it can all rely on these architecture models. And the idea is, if you have a model that’s coherent and binds everything together, then you can do all kinds of analysis, impact of change analysis, looking at where to implement certain requirements, what’s the requirements? coverage, do I support my important business goals, do I have a conflict between different projects?

Lawson: Can you speak to how this might help companies deal with silos and integration?

Lankhorst: One important aspect is the language. If you look at the design of ArchiMate version 1.0, it’s very much focused on services. And it’s not just services, in a technical sense – so Web services — the service concept is really central to the design of the language because that gives you a clean way of expressing how different parts of your architecture relate to each other without having to look at the implementation details of the application. You can really state what it offers to its environment.

?

We use the service concepts not only to describe the externally visible functionality of applications but also at the business level. A service is a business thing in essence; it’s something you offer as a company to your customers, for example. And we use it at the infrastructure level. So the focus of ArchiMate itself is already focused on integration, initially mostly on these vertical integrations between your processes, your applications and your technology. But we also apply it in many cases in horizontal integration to model how applications relate to each other.

Since we’re talking about enterprise architecture, it’s not about the details of the technical interface between applications but it’s much more on a business level of what this application offers in terms of services that are of business relevance and how you link that to other applications. So it certainly won’t resolve the problem of integrating application landscapes, just by having these concepts, but it gives you insight into what these structures are and where you might want to link stuff or to separate stuff.

Lawson: Does doing a model help people identify integration problems? How does a model work for enterprise architects?

Lankhorst: These concepts force you to think about certain aspects of your application architecture. What I see in my consulting practice is that many architects are focused on the technical details of these applications and they see, “Oh we have all these interfaces and it’s too complicated and it’s linked to everything else,” but they lack the means for expressing this at a slightly higher level and extracting from the technical details and focusing on the essence of the problem.

If you look at the applications at a detailed level of abstraction, you don’t see the functional overlaps that easily and you don’t see what can be the problem in terms of their services. So in rationalizing an application landscape, I also encounter in my consulting practice that organizations first need to step back from the technical details of their architecture to see what the applications do in essence and what their similarities are, which is much more on a functional level than on a technical level. The right concepts to express what kind of services an application offers to its environment can help you in identifying these overlaps, the similarities, the dissimilarities, maybe the gaps even. So that’s one way of using it for integration purposes.

Lawson: Is this also packaged as a software? Are there competing tools?

Lankhorst: There are a lot of different tools for ArchiMate. I know of at least 10 commercial tools and several open source tools. So it’s used by many vendors in their architecture tools and that’s rapidly increasing.

As a language, I would say there’s not really competition because there’s no other standard in this same area. There are some tools of course that have vendor-specific ways of modeling architecture and you can see them as competitors. One of the main reasons of developing ArchiMate originally is our customers said we don’t want to have a vendor-specific solution because then we can only buy their tools, hire their consultants, get their trainers, etc. So, I would say that as an independent language, as an open standard, there is no competition at the moment. Maybe in some limited areas people are using the UML for some of these purposes, but that’s targeted at quite a different kind of use.

Water trucked to Texas town where wells ran dry

AUSTIN, Texas (AP) ? A Central Texas village that’s become the state’s first community to run out of water due to a punishing drought will have water trucked in by the Lower Colorado River Authority, officials said Monday.

Agency spokeswoman Clara Tuma said the region’s wells are no longer producing enough water to meet Spicewood Beach’s needs. The community located on Lake Travis and about 35 miles west of Austin, has about 500 water connections that serve roughly 1,100 people and an elementary school.

The first tanker was expected to arrive Monday afternoon.

“The reading over the weekend showed the levels were stabilizing, but the amount of gallons per minute we were able to draw from the well was going down,” Tuma said. “And so it became clear to us that we needed to begin the trucking operation today.”

Spicewood Beach has watched the water level drop since October 2010, when the worst single-year drought in Texas began. Tuma said the authority does not know how long it may have to truck in water, but that a recent storm and conservation efforts had helped slow the decline in the well levels.

“Customers really stepped up to the plate and cut back on water use,” Tuma said. “We believe the conservation efforts had a huge impact on extending the life of the well.”

The authority placed the community on stage four water restrictions last week that banned all outdoor watering and urged customers to use as little water as possible.

Tuma said the river authority which operates the wells will truck water to Spicewood Beach for as long as necessary, though she did not have an estimate for how much it would cost.

Joe Don Dockery, the Burnet County commissioner responsible for the Spicewood Beach area, said trucks that capable of carrying between 2,000 gallons and 6,000 gallons of already treated water will be used. When the water arrives in Spicewood Beach, it will be treated again and then put into the community’s 129,000 gallon holding tank, which has not run completely dry.

The tank holds about four days of water, as long as the community remains under stage four water restrictions.

While other Lake Travis communities have come precariously close to running out of water, this area is unique because their water access is from wells, which take longer to fill even when it rains.

“The hauling of water is just a Band-Aid approach. It’s just a short-term approach,” Dockery said.

In the long-term, the LCRA will likely drill new wells or get the community set up on an intake system directly from Lake Travis.

While the final cost of the effort remains unclear, Dockery said the LCRA already told community members “they could see some financial impact from this, even from the hauling of the water.”

Taliban “poised to retake Afghanistan” after NATO pullout (Reuters)

KABUL (Reuters) ? The U.S. military said in a secret report that the Taliban, backed by Pakistan, are set to retake control of Afghanistan after NATO-led forces withdraw, raising the prospect of a major failure of Western policy after a costly war.

Lieutenant Colonel Jimmie Cummings, a spokesman for the NATO-led International Security Assistance Force, confirmed the existence of the document, reported on Wednesday by Britain’s Times newspaper and the BBC.

But he said it was not a strategic study.

“The classified document in question is a compilation of Taliban detainee opinions,” he said. “It’s not an analysis, nor is it meant to be considered an analysis.”

Nevertheless, it could be interpreted as a damning assessment of the war, dragging into its 11th year and aimed at blocking a Taliban return to power.

It could also be seen as an admission of defeat and could reinforce the view of Taliban hardliners that they should not negotiate with the United States and President Hamid Karzai’s unpopular government while in a position of strength.

The U.S. military report could boost the Taliban’s confidence and make its leaders less willing to make concessions on demands for a ceasefire, and for the insurgency to renounce violence and break ties to al Qaeda.

But Britain’s Kabul Ambassador William Patey wrote on his Twitter feed that “if elements of the Taliban think that in 2015 they can take control of Afghanistan they will be in for a shock.” He did not say if he was referring to the document.

Hours after the Times report, the Afghan Taliban said that no peace negotiation process had been agreed with the international community, “particularly the Americans.”

Taliban spokesman Zabihullah Mujahid said in a statement that prior to any negotiations, confidence building measures must be completed, putting pressure on Washington to meet demands for the release of five Taliban in U.S. custody.

The hardline Islamist movement also said it had no plans to hold preliminary peace talks with Afghanistan’s government in Saudi Arabia, dismissing media reports of talks in the kingdom.

The U.S. military said in the document that Pakistan’s Inter-Services Intelligence (ISI) security agency was assisting the Taliban in directing attacks against foreign forces.

Reasserting control over the country would be more difficult a second time for the Taliban, however, with Afghan police and soldiers expected to number about 350,000 beyond 2014 and some foreign troops likely to remain, including elite forces.

Close U.S. ally Australia said on Wednesday that its special forces could be in the country for years beyond the handover, with other allies likely to take a similar stance.

The report overshadowed a visit to Kabul by Pakistani Foreign Minister Hina Rabbani Khar designed to repair ties and raise the issue of peace talks with the Taliban with Karzai.

“I can disregard this as a potentially strategic leak … This is old wine in an even older bottle,” she told reporters, reiterating Pakistan’s denials it backs militant groups.

Khar, whose visit was the first high-level meeting in months between officials from both countries, added that the neighbors should stop blaming each other for strained cross-border ties.

The Times said the “highly classified” report was put together by the U.S. military at Bagram air base, near Kabul, for top NATO officers last month. It was based on interrogations of more than 4,000 Taliban and al Qaeda detainees, it said.

Captain John Kirby, a Pentagon spokesman, declined to comment on the specifics of the report, but did acknowledge “long-standing concerns about the ties between elements of the ISI and the Taliban. This is not a new notion.”

Still, he told reporters, “we really do believe that militarily we are making an impact on the Taliban.”

Large swathes of Afghanistan have been handed back to Afghan security forces, with the last foreign combat troops due to leave by the end of 2014. But many Afghans doubt their security forces will take firm control once the foreign troops leave.

NATO spokeswoman Oana Lungescu, speaking in Brussels, played down the implications and said a surge offensive had seen the Taliban suffer “tremendous setbacks.”

“We know that they have lost a lot of ground and a lot of leaders, and we also know that support for the Taliban is at an all time low,” she said.

As of January 1, 889 U.S. soldiers had been killed in a conflict that was launched after the September 11, 2001 attacks and has drained almost half a trillion dollars from U.S. coffers.

“WRONG POLICIES”

New accusations of Pakistani collusion with the Taliban will likely further strain ties between Western powers and Islamabad.

Critics say Pakistan uses militants as proxies to counter the growing influence of India in Afghanistan. The belief that Pakistan supports the insurgents is widely held in Afghanistan.

“It would be a mistake now for the international community to leave Afghanistan, and drop us in a dark ocean,” said Afghan telecommunications worker Farid Ahmad Totakhil.

Pakistan is reviewing ties with the United States which have suffered a series of setbacks since a U.S. raid that killed Osama bin Laden on Pakistani soil in May last year humiliated Pakistan’s powerful generals.

A November 26 cross-border NATO air attack that killed 24 Pakistani soldiers deepened the crisis, prompting Pakistan to close supply routes to NATO forces in Afghanistan.

Pakistan is seen as critical to U.S. efforts to stabilize Afghanistan, a feat one foreign power after another has failed to accomplish over the country’s turbulent history.

Islamabad has resisted U.S. pressure to go after insurgent groups like the Taliban, and argues Washington’s approach overlooks complex realities on the ground.

Pakistan says the United States should attempt to bring all militant groups into a peace process and fears a 2014 combat troop exit could be hasty, plunging the region into the kind of chaos seen after the Soviet exit in 1989.

“They don’t need any backing,” Tariq Azim, of the Pakistani Senate’s Defence Committee, told Reuters, referring to the Taliban. “Everybody knows that after 10 years, they (NATO) have not been able to control a single province in Afghanistan because of the wrong policies they have been following.”

The Taliban announced this month they would open a political office in Qatar to support possible reconciliation talks. There has been talk of efforts to hold separate talks in Saudi Arabia.

U.S. lawmakers, in a hearing on Wednesday, also pressed the Obama administration to step up measures to ensure Western soldiers are not attacked by Afghan forces or employees of security firms working with NATO.

France said it would withdraw its troops completely by the end of 2013 after four of its soldiers were killed by a rogue Afghan soldier, the latest such “insider” attack.

The Defense Department said that over 40 similar attacks on foreign personnel had taken place since mid-2007, some of them by people working with private security contractors.

“We … owe it to our military personnel to do everything we can to reduce this sort of risk,” said Rep. Adam Smith, the senior Democrat on the House Armed Services Committee.

Pentagon officials said NATO takes extensive steps to vet Afghans working with foreign troops and is exploring ways to prevent future attacks.
